In distant future, women are few as the birth-rate of woman has significantly declined. To defeat low birth-rate, the Japanese government secretly initiates "cross dressers pregnancy project". The project aims to make cross dressers who have suitable potential as couple and make them pregnant by mandatory law. The protagonist Nogi is informed by his teacher Yomoda Sakae he'll be preforming in this breeding project with himself (Yomoda), his Junior BL lover Chiharu and his popular classmate/rival Rei.
